The current DoD Government Travel Charge Card (GTCC) p= rogram will transition from Bank of America (BoA) to CiTi. The new task order takes effect No= vember 30, 2008. BoA accounts will n= ot be valid for charging after November 29, 2008. Below are FAQs relevant to the transition.

Question: What is going to change with t= he new vendor? How about the credit limits?

Answer: Very little, if anything, will change for the cardholders regarding use of the card. Since the new card will also be VI= SA branded, you’ll have the same worldwide charging privileges that you = now have. Credit limits will remain the same and APCs will have the authority to raise limits to meet mission requirements.= There are some new things on the horizon for both the APC and cardho= lder. A new electronic access system wit= h a built in audit tool to manage accounts, on-line application process, flexibility in managing merchant category codes, and a dedicated customer service team in-place at contract inception.

Question: What do cardholders have to do= to get ready?

Answer: P= ay all outstanding undisputed charges prior to November 29, 2008. Ensure that your= mailing address on file with Bank of America is a current address. That is where your new card will be sent.

Question: What accounts will transfer to= CiTi? Will current BoA cards that are closed due to inactivity be transferred?&n= bsp; Will I have to fill out a new application?

Answer: Only open accounts will transf= er and that includes deactivated accounts. Closed accounts will not transfer. No new application will be require= d for accounts that transfer from Bank of America.

Question: How and when are the new cards going to be distributed and when will they be sent out? What will I have to do w= hen I get my new card?

Answer: Cards will be sent to OCONUS o= n July 11, 2008. CONUS cards will be= gin shipping July 16 and continue in two week increments through August 21, 2008. Initial card deployment= will be completed August 29, 2008. Cards will be shipped in a deactivated state not available for charging. Cardholders will be required to ca= ll CiTi to confirm receipt of the card. The card will be activated, by Citi, for use on November 30, 2008.

Question:= What happens if I try to use my CiTi card prior to November 30, 2008?

Answer: T= he charge will decline and a report of the attempt will be sent to your APC.

Question: What about training?

Answer: Training on the use of the CiT= i Electronic Access System (EAS) will be provided to APCs in attendance at the SmartPay Conference. It will also be available via web based training (WBT) and through on-site presentations. Cardholders will receive their tra= ining via WBT with their unit APC available to provide any assistance required. A comprehensive on-site training p= lan is being developed and will be announced at a later date.

Question:= Regarding the GSA SmartPay Confere= nce July 21-25, who should attend, will it be open to all APCs, cardholders?

Answer: While the conference is open to al= l APC, all HL 3 and their alternates should make every effort to attend. In addition, HL 4 APC and their alternates should be considered for attendance by their commands. Cardholders should not attend the conference. Initial training = on the CiTi Electronic Access System (EAS) will be available.

Question:= What about funding conference attendees. Will travel be “centrally funded” or will attendees’ units/commands be required to pay costs?

Answer: The conference will not be central= ly funded. Cost for attendees is a unit/comma= nd responsibility. Commands may = want to consider central funding using GTCC program rebates.
